Dr. Daud Munir

Biography

Daud specializes in corporate and commercial matters, regulatory and public policy affairs, as well as cross border and international law matters. He has represented and advised clients and organizations across a diverse set of industries, including finance and banking, infrastructure and construction, healthcare and pharmaceuticals, media, higher education and non-profits as well as information technology.
Prior to joining Axis Law Chambers, Daud was practicing law at the New York office of Covington & Burling, a global law firm with offices in United States, Europe, East Asia, Africa and the Middle East. At Covington, Daud represented and advised clients (including Fortune 500 companies) on transactional and corporate matters. As member of the firm’s international practice group, Daud advised clients on a number of cross-border transactions. He also advised foreign governments on public policy and regulatory matters, including a Middle Eastern government on the regulatory framework of special economic zones and the design of the legal infrastructure for new economic cities. In addition, he also advised international organizations on international law and related matters, including a client that participated in UNFCCC negotiations leading up to the Paris Agreement of 2016.
Daud’s recent work includes legislative and public policy advice to several state-owned enterprises and public authorities on public private partnership projects across various sectors, including highways, aviation, healthcare, ICT and railways. Daud is also the lead legal counsel of a consortium that is advising the government on the privatization transaction of a state-owned enterprise. In another recent matter, he advised a non-profit with respect to one of its flagship programs pursuant to which the organization awarded funding to several entrepreneurs in the form of convertible debt.
Daud has advised a number of organizations on legal and regulatory matters. He has worked as a consultant for the World Bank and the Asian Development Bank, as a consultant for the Higher Education Commission of Pakistan (HEC), and as a law associate at the Supreme Court of Pakistan. As a consultant at the World Bank’s Finance & Private Sector Development unit, Daud was the lead author of a report on entrepreneurship in the services sector in emerging economies, with a focus on Pakistan. At the HEC, Daud has advised on policy and regulatory reform, including with respect to the regulatory body’s mandate of regulating approximately two hundred universities and more than three thousand colleges in Pakistan.
Daud has taught at Princeton University, including courses on Human Rights and Politics of the Middle East. At Princeton, Daud was a Fellow of the Program in Law & Public Affairs (LAPA), a Graduate Fellow of the Lichtenstein Institute on Self Determination (LISD) and a Fellow of the Bobst Center for Peace & Justice. At Yale Law School, Daud was a senior editor of the Yale Journal of International Law. He has published chapters and has spoken at a number of conferences on law-related topics, and has written articles in various international and national journals and newspapers.
